Migrants and coronavirus – migrantes y el coronavirus

We hope that you are all well and healthy and that you are managing to cope with the unexpected state of affairs, as well as the restrictions related to the coronavirus. Since the situation of foreigners can be especially challenging, we would like to ask for your help, so we can map it more effectively.

As a result of the coronavirus, many foreigners can end up in a complicated situation (e.g. as a consequence of the quarantine, the closure of borders, the dismissal from employment in factories). That is why we would like to invite you all to share your present experiences and information on how this situation is impacting foreigners working and living in the Czech Republic.

Once we have collected this information, we want to contact the Czech Ministry of Interior and establish a constructive partnership with them, in order to better address the circumstances of foreigners. This is why we need to have the most accurate knowledge of the situation.

A few basic questions about the situation in the field:

• Were you, or any of your acquaintances, laid off from work due to the situation with coronavirus? Are you, or your acquaintances, facing major difficulties because of the impossibility to travel due to the closure of borders? Have you, or your acquaintances lost insurance coverage in connection with the current situation?
• Are you unable to deal with your residence status due to the quarantine? The Ministry of Interior has written “Foreigners, who were legally on the territory of the Czech Republic at the moment of the declaration of the state of emergency, may continue to remain in the territory for the duration of the state of emergency without any need to resolve their residency status issues”. Nevertheless, it is still unclear how this will be implemented in practice (e.g. how this will be communicated to the police).
• Are you a European Union citizen outside of Czech territory without a temporary residence, and you are unable to enter the Czech Republic despite working or having family here?
• Do you have information about growing aggression or discrimination towards foreigners? Have you noticed other problems affecting foreigners under the present situation (e.g. language barriers, commercial insurance)?
• Which information are you lacking as a foreigner living in the Czech Republic (e.g. difficulty to find information, absence of guidance in your required language)? Which services would you need more urgently (e.g. legal, social or psychological counselling; assistance with purchasing food or medicine)?

Dadas las circunstancias, es posible que muchos extranjeros tengan que enfrentarse a situaciones complicadas. Estas pueden venir a consecuencia de, por ejemplo, despidos masivos en fábricas y empresas, la cuarentena o el cierre de fronteras. Por lo tanto, nos gustaría invitarlos a compartir sus experiencias e información acerca de cómo esta situación está afectando a los extranjeros que trabajan y residen en la República Checa.

Posteriormente, nos gustaría ponernos en contacto con el Ministerio del Interior checo para establecer una colaboración constructiva con ellos que ayude a aliviar esta situación. Sin embargo, para ello, necesitamos conocer la situación con la mayor precisión posible.

Algunas preguntas básicas:

• ¿Usted o alguno de sus conocidos ha sido despedido del trabajo debido a la situación del coronavirus? ¿Cómo resolvió situaciones en las que no pudo dejar el país debido al cierre de fronteras? ¿Perdió su seguro de salud?, etc.
• ¿No puede resolver su estado de residencia debido a la cuarentena? El Ministerio del Interior checo escribe que “los extranjeros que se encontraban legalmente en el territorio de la República Checa en el momento de la declaración del estado de emergencia pueden continuar permaneciendo en el territorio mientras dure la situación de emergencia sin tener que lidiar con sus trámites de residencia”. No obstante, aún no está claro cómo se aplicará esto en la práctica, por ejemplo, cómo se comunicará esto con la policía.
• ¿Es usted ciudadano de la Unión Europea y se encuentra actualmente fuera del territorio checo, pero no tiene una residencia temporal y, por tanto, no puede entrar en el país a pesar de que su familia o lugar de trabajo están aquí?
• ¿Tiene información sobre un aumento de la agresión o discriminación contra los extranjeros? ¿Sabe de otros problemas que enfrentan los extranjeros en la situación actual, por ejemplo, debido a la barrera del idioma, el seguro comercial, etc.?
• ¿Qué información es la que más le hace falta ahora como extranjero que vive en la República Checa? ¿Es la información difícil de encontrar, poco fiable o no está disponible en su idioma? ¿Qué servicios necesita más ahora? Por ejemplo, asesoramiento legal, social o psicológico; asistencia con la compra de alimentos o medicamentos; etc.
